Procurators at the Papal Court of Avignon in the 14th century

The title of procurator in the Pontifical Curia refers to the man who, exceptionally or regularly, acts in the various departments of the central administration of the Holy See, on behalf of a client who has given him power of attorney, both because of the geographical distance and the complexity of the matters to be dealt with. Although the Procurator is not strictly speaking an agent of the papal administration, he is not very different from it, since his office is closely regulated by the Pope. The function of procurator is sometimes exercised as a full-fledged office by professionals, well acquainted with the workings of the papal administration, and sometimes in an exceptional and temporary manner by men sent especially to the Holy See for a specific mission or by agents of the curia itself called upon, more or less frequently, to represent a person who is unable to attend.
The majority of works on the history of procurators to the Holy See focus on the procurators ad impetrandum of the Chancellery, whose names appear on the back of the original papal bulls, in accordance with curial prescriptions that enjoin such agents to indicate their identity on the back of the letter they are charged with obtaining for their client, but often neglect the role that similar intermediaries can play in other institutions of the papal government, notably the Apostolic Chamber. The procurators active in this latter institution deserve to be studied closely, especially during the papacy of Avignon, since we have a very fine series of registers for this period which indirectly indicate their interventions. The general state of the sources invites us to privilege the pontificates of Urban V and Gregory XI.
Le titre de procurator désigne, à la curie pontificale, l’homme qui, exceptionnellement ou régulièrement, agit auprès des différents services de l’administration centrale du Saint-Siège, au nom d’un client qui lui en a donné procuration, tant à cause de l’éloignement géographique que de la complexité des affaires à traiter. Même si le procureur n’est pas à proprement parler un agent de l’administration pontificale, il ne s’en différencie pas de beaucoup, puisque son office est étroitement réglementé par le pape. La fonction de procureur est tantôt exercée comme une charge à part entière par des professionnels, bon connaisseurs des rouages de l’administration pontificale, tantôt de manière exceptionnelle et temporaire par des hommes envoyés spécialement auprès du Saint-Siège pour une mission précise ou par des agents de la curie elle-même mis à contribution, plus ou moins fréquemment, pour représenter un personnage empêché.
La majorité des travaux qui concerne l’histoire des procureurs auprès du Saint-Siège s’intéresse aux procureurs ad impetrandum de la Chancellerie, dont le nom apparaît au dos des bulles pontificales originales, conformément aux prescriptions curiales qui enjoignent à de tels mandataires d’indiquer leur identité au verso de la lettre qu’ils sont chargés d’obtenir pour leur client, mais néglige souvent le rôle que peuvent jouer de semblables intermédiaires dans d’autres institutions du gouvernement pontifical, notamment à la Chambre apostolique. Les procureurs actifs dans cette dernière institution méritent pourtant d’être étudiés de près, notamment à l’époque de la papauté d’Avignon, puisque l’on dispose pour cette période d’une très belle série de registres qui signale indirectement leurs interventions. L’état général des sources invite alors à privilégier les pontificats d’Urbain V et de Grégoire XI.
